About two million students in Mexico missed the first day of school on Aug. 19 because of a strike by teachers protesting a reform instituting performance appraisals, government officials said.

The change could mean teachers deemed to be doing a substandard job could miss out on raises and promotions, or even get fired.

The strike played out mainly in southern Mexico in the states of Oaxaca, Michoacán, Guerrero and Chiapas.

About 70,000 teachers in Oaxaca stayed off the job to protest the reform passed in December by Mexico’s three main parties and driven through the legislature by President Enrique Peña Nieto, State Gov. Gabino Cué said.

The action meant around 1.3 million students missed class, he added.

Altogether, about 26 million students and 1.2 million teachers were to have gone back to school Monday as summer vacation came to a close.

In the state of Guerrero, where the reform is also very unpopular, teachers showed up for work but warned they also might go on strike soon.

About 100 teachers burst into the national assembly during the night of Aug. 19 while lawmakers were debating a separate education reform law.

Outside, protesters threw rocks and overturned a car. But police eventually dispersed them, Televisa reported.
